Signature of a MoU between Numeum-Abelia-CCFN

French-Norwegian Sovereign AI Initiative Launched at Franco-Norwegian Day 2026
On the occasion of Franco-Norwegian Day 2026, held in Oslo, the French-Norwegian Chamber of Commerce (CCFN), in partnership with Abelia and Numeum, signed a Memorandum of Understanding (MoU) to launch the French-Norwegian Sovereign AI Initiative, in the presence of the French and Norwegian ambassadors.
Through this initiative, the CCFN reaffirms its role as a platform for dialogue and partnership-building between the French and Norwegian business ecosystems. In response to Europe’s challenges in technological sovereignty, competitiveness and digital resilience, the Chamber has established a structured framework to bring together companies, research centres, investors and institutions from both countries.
The Initiative’s Objectives
The initiative aims to foster concrete cooperation in key strategic areas, including:
- Artificial intelligence
- Cloud infrastructure
- Data centres
- Cybersecurity
- Critical digital technologies
In particular, the initiative seeks to facilitate the creation of new Franco-Norwegian consortia, identify shared innovation opportunities and contribute to the development of European alternatives in strategic sectors.
The 2026 Edition Brings Together Nearly 200 Participants
Nearly 200 decision-makers, business leaders from companies including Mistral AI, Capgemini, Orange Business and Sopra Steria, experts and institutional representatives gathered in Oslo on 21 October for the 2026 edition of Franco-Norwegian Day.
Discussions confirmed a widely shared conviction: Europe’s ability to develop its own next-generation technologies will depend on stronger cooperation between countries that share common ambitions in innovation, trust and digital sovereignty.
Next Steps
For the CCFN, the signing of this agreement marks the beginning of a long-term commitment. Over the coming months, joint missions, thematic workshops, business meetings and sector-specific initiatives will be organised to turn this shared ambition into concrete projects and lasting industrial partnerships.
Through this initiative, the CCFN reaffirms its mission: to build bridges between the two ecosystems and foster cooperation between businesses in both countries, while contributing to collaboration at the European level.
